Each send goes to the same 14,310 SMEs. The two routes do not behave alike. The tab disperses across the month and lifts into month end, when VAT, PAYE and rent fall due. A broadcast peaks three to five days after the send, then falls away to nothing. All three months ran to this shape, which is what these two mechanisms normally produce. What is unusual is the level, not the pattern.

Daily figures spread each month’s total across the observed shape rather than counting day by day. All three months ran to this pattern, two sends apiece. The second send is drawn but not counted.

Base counts are platform counters. Enquiry totals are the observed rates applied to that base, not a forecast of what any firm receives. The second monthly broadcast is excluded, and the two routes are not deduplicated against each other.

Where the line changes hands

Stop 10 is not a stage in the journey. It is the point at which the file stops being ours and becomes yours, carried there by the client's own instruction. Everything before it happens inside an account we never leave. Everything after it happens inside a firm we never enter.

Why every stop matters to one artefact

Stops 11 through 15 are all defeated by the same thing: a per file origination trail that survives inspection. A firm can hold the case data and still hold nothing that answers where it came from.

Custody of a passport is not custody of the origination proof. What passes at ingest is a consent flag. What a regulator and a practitioner's own compliance partner will both demand is the capture evidence behind it, dated, versioned, and resolvable back to the exact wording the person read.

That is the artefact this line builds, and it is the one thing nobody in the sector currently issues.
